Marvel Comics Jungle

SciFi movie form the late 80s/ early 90s with a cyborg. xD?
I don’t remember much but being a comic book fan I though it was a movie based off of Deathlok from Marvel Comics. It wasn’t.
I remember one part where he was on a little boat on a river in a jungle like area. He was wearing an overcoat and hat to hide his appearance. Something was following the boat. I can’t remember if it was something in the water or another boat but I remember that the cyborg leaned over the side and shot a missile at whatever it was. Hope you can help. Thanks.
