Can someone explain Marvel’s Superhuman Registration Act?
I’m confused, does everyone with superhuman powers have to register or just people who want to use those powers? In one of the Civil War issues they show Firestar giving up being a hero but then they come to bust Luke Cage when he’s sitting in his apartment and arrest Prodigy when he’s just standing on a building rooftop.
EVERYONE who posses powers must register with SHIELD. Not doing so gets you thrown in superhuman jail. And if you are a known hero you must register as well. Even if you have no intent to use said powers you must register, because you are now classified as a “person of mass destruction”.
An interesting side note is that this is an AMERICAN law. However even people who are citizens of other countries have to register if they reside in the US. And known mutants are automatically registered by the Government’s new Sentinel O*N*E Program. (Some superhumans have circumvented arrest by leaving the country. (Such as the reformed Villain Juggernaut who now works with New Excalibur in England)
