Is tracing artwork considered to be plagiarism?

Well, today on a forum I came across a member who was 10 years old, and was beginning to learn how to draw. Everyone was criticizing his artwork, comparing it to the work of a 3-year old. So the member, understandably tired of unconstructive criticism, started posting pictures of art that he traced and colored over. Everyone accused him of plagiarizing the original work, and now he’ll get banned from the site if he does it again.

This made me wonder: Is tracing the artwork of others, but doing all the coloring and details by yourself, considered to be theft?

If it is an exact tracing and coloring in, to look like the original it is plagiarism. If you use the tracing as a starting idea and change it around in any way then it becomes your work inspired by so and so.
